    III. STATEMENT OF CAPABILITY
    3.1 Business Portfolio:

    Irrespective of the complexity of the project, we take pride in delivering each project to client's fullest satisfaction, tailored to their needs.
    Carrying decades of experience from San Fierro, with the project of State Capitol delivered, we continue to bring the same quality into the industry in this city with our expansion, serving the state with efficient solutions, boosting local employment in the process now working on the Park Rangers headquarters.

    3.2 Plan of Action:
    Explain in detail how you plan to achieve the goals set forth in the contract. We recommend addressing all requirements explicitly mentioned therein.

    Our plan of action for the house building will be as follows.


    1. Site Preparation
    The start of house construction begins with the preparation and clearing of the site of the left debris. If necessary we may also carry out some earth moment and levelling at this time. Once the site is clear, levelled and ready, we will stake out the floor plan on site. This will be the first time we experience the floor plan in reality rather than on paper.

    2. Floor Slab
    The next stage of house construction will be to install the main concrete floor slab. Foundations will be dug, caged and poured as our structural engineers specifications and any “in slab” plumbing will be laid out. Once the foundations and plumbing are ready the main concrete floor slab will be poured.

    3. Framing - Walls & Roof Structure
    After the slab is cured work will begin on the main structure of the house. There are many different methods of construction available and this stage will vary slightly depending on the particular method of the house in question: timber, brick, concrete, steel etc. However the basic principle for this stage is the same - we will see the walls of the houses rise from the slab and appear for the first time in front of ones eyes.

    4. Roofing
    Once the construction of the walls and roof structure is complete the roof will be installed and made waterproof.

    5. External Finishes
    Depending on the type of house construction method, the exterior walls will now be finished. If the house has a solid wall construction such as block, brick or concrete this will typically involve rendering and painting the external walls. If we have a light framed structure such as wood or steel this will involved cladding and insulating the structure with our chosen material such as wooden planks or grp panels.

    6. Windows & Doors
    Now that heavy site work has finished, it is safe to install the windows and external doors. This makes the building fully watertight and protected from the elements allowing the builders to start construction on the internal areas of the building which now follow such as electrical work, plumbing and finishing.

    7. Rough Ins
    Electricians and plumbers will install the required electrical cables and pipes. This stage of house construction is known as “roughing in” as they wont connect the cables or pipes to live sources until later in the construction process. Once they return they will
    connect switches, power outlets and lights, but for now they will leave the cables and pipes protruding from walls, ready to be completed later in the process.

    8. Internal Finishes
    Now that the cables and pipes are installed work will begin on the non structural internal walls, internal wall finishes and floor finishes. This will include plastering, painting, tiling and the installation of finished floors.

    9. Carpentry
    During this stage of house construction carpenters will work on the installation of any built in furniture such as kitchen cabinets and bedroom closets. Things like skirting boards and door and window trims are also added at this time.

    10. FF&E Fit Out
    Fixtures, Fittings and Equipment (FF&E as it’s known in the trade) is the last major stage of house construction. An electrician will come back and install chosen lights, switches and power outlets and make the system live. A plumber will return and install any faucets, sinks, toilets, showers and other wet systems. Finally, the buyer will receive delivery of other large appliances such as fridges, cookers and washing machines which will be installed by us - the builder.

    11. Practical Completion
    We are now at the stage of “practical completion” where the house is essentially complete. Buyers can tour the property with the builder and make a final inspection to ensure everything has been built as agreed and the builder has completed work as agreed in the construction contract. This would be the buyers final chance to discuss any issues and have them addressed by us, the builder.

    12. Handover
    We will hand the keys to the buyer for their new home after addressing the issues that might be raised during the “practical completion” tour.


    3.3 Technical Capability:
    Demonstrate your (key) employees' skills, experience of similar work and their involvement if you were to be awarded the contract.

    Horizon prides themselves on the appointment of capable, dedicated and competent managers. Through the manager’s only can any project be delivered to an acceptable standard efficiently. As mentioned previously in the application we have appointed four key managers to the project of which will ensure the productive delivery of the project.


    Project Manager (PM) - responsible for overseeing delivery of the construction project from handover to project completion. In this role they are responsible for the driving of commercial management, leading the design, overseeing manufacture and installation. They manage several projects with varying values throughout the company. This includes being the first point of contact for project customers and managing a diverse team of various disciplines.



    Commercial Manager – responsible for managing all financial elements of the project. This is to ensure that the budget is met and that the project does not suffer from inadequate resources. The commercial manager will manage the supply chain and will be the point of contact for sub-contractors claiming payments. The commercial manager has the final say on payments out of the project and will be responsible for ensuring that the company receives payment for percentage completion on the project. These elements are to be agreed prior to construction commencement and will then be managed by the commercial manager until project handover.



    Senior Site Manager (SSM) – responsible for the safe and efficient operations on the construction site. The senior site manager is the highest point of call available on site, whilst the Project Manager is usually based at the company offices. The SSM will ensure that all site regulations are adhered to, ensure that the Health and Safety standard on site is not only compliant with building regulations but is to the high standard expected by Horizon ​construction. The SSM will report to the project manager and will provide daily updates and lead any site focused meetings that do not require the attendance of a project manager.



    Site Manager (SM) – reports directly to the SSM and is responsible for the daily activities on site. The SM will usually work through tasks and objectives set by the SSM. The SM will induct new operatives to the site, manage site logistics, ensure paperwork is being completed and supervise general work. The SM is the point of contact for site operatives and is then the individual who will then report issues up the ladder to the SSM.

    Multiple roles may be handled by a single manager depending on the workload.

    3.4 Competitive Analysis:

    Whilst Horizon can never guarantee that we provide the cheapest quotation, we ensure that we provide a service that cannot be matched and sustained by any competitor. We take time to ensure that every quotation we submit is accurate, meaning no sudden additional costs for our clients throughout the project. Horizon is one of the first construction companies in the city to be operating a productive apprenticeship scheme. As a business we have the fundamental understanding that to ensure a consistently growing workforce means to ensure the next generation have the required skills. Our apprenticeship scheme is not prejudiced, we welcome apprentices from all backgrounds and will be hosting open evenings for the less privileged youth to attend and learn what we are about. We hope that this will enable us to recruit and bring fresh apprentices on board from all backgrounds.
    We have a clear method of delivering the project which has been outlined in our application, and a concise team of management to deliver the same at the best industry standards.
    IV. DECLARATION OF AGREEMENT

Financial Bid

We estimate the entire project to take around 150 man hours, and wish to pay the workers with the standard city-wide blue collar rate (on par with the PA) at 12,000$ a shift for a General Laborer and 14,000$ for a Supervisor.

As far as the time-frame goes, we’ll aim for delivering 40 hours each week, although we may exceed or fall short based on weather and other unforeseen factors. (( Depending on the availability of supervisors IRL to conduct shifts. ))

That said, the pricing will be as follows-

General Labor - 12,000 * 150 (man hours) = 1,800,000$
Supervision Labor - 14,000$ * 50 (man hours) = 700,000$
Lifting Equipment & Leases = 30,000$ / month.
Company Overhead (( 30% of the shift output. )) = 750,000$

Total Estimated Figure - 3,280,000$.

The figure may be subject to change given more shifts / man hours are required to deliver the project.

    The Office of Planning and Special Projects has finalized the following payment system. You are authorized to proceed with fulfilling the terms of the contract:

    General Labor - $12,000 per shift.

    Company Overhead - 20% of the shift output, to be paid when the project is completed.
    Timeline: One month.
    Available manhours: 200.
