    2.3 Business History:
    Great State Sanitation consider ourselves to be the 'underdogs' and 'newcomers' on the scene of recycling, waste management and sanitation. Specialising in environmental clean-up and having a wealth of consultants to draw from on topics such as municipal solid waste, industrial waste, agricultural waste and hazardous waste, at Great State Sanitation we believe in providing the best possible service to our customers, and intend to set ourselves apart from the multitude of waste management companies currently on the scene with our fantastic attention to detail, commitment to the environment and our assurance to potential clients and partners of our excellent level of service - you will be satisfied!

    Great State Sanitation first opened in New Jersey in 1999 under the same name, before becoming defunct in 2010 in the years after the global recession. Great State Sanitation held several high value contracts for both Atlantic County and Essex County and has since been reformed in San Andreas under the same management team that were involved from it's inception over twenty years ago, meaning Great State Sanitation is as homegrown and tried and tested as companies get, and are willing to provide clients and partners with a tailored service.

    2.4 Products & Services:
    Great State Sanitation currently offers extremely limited commercial/private services to a small number of confidential clients.

    It is our aim at Great State Sanitation to break into the public sector with this contract being put out for tender by the port authority, and show that with our wealth of knowledge and experience and willingness to deliver a fantastic level of service, that we can really clean up the port and deliver the contract. It is our hope that we will be able to offer the port and other partner agencies a multitude of other services offered by Great State Sanitation moving forward and build up a fantastic rapport and relationship with new clients throughout the course of this contract.

    III. STATEMENT OF CAPABILITY
    3.1 Business Portfolio:

    Great State Sanitation was first established in 1999 and fulfilled several high value contracts for Atlantic County and Essex County in the state of New Jersey. The nature of these contracts are largely confidential, but chiefly involved environmental clean-up and the removal of hazardous waste.

    Great State Sanitation is attempting to reinvent its self and become a contractor that mostly pursues public tender's rather than private tenders. This allows us to build on our already vast pool of experience and also to achieve our mission in making states great again through our meticulous and aggressive pursuit of environmental clean-up.

    As such, we at Great State Sanitation are intending on using this contract with the port authority and subsequent business relationship to be innovative within the waste management sphere and develop our capabilities as a business and service provider, which will in turn allow us to hopefully pursue more projects with both the state and local government's of San Andreas.


    3.2 Plan of Action:

    Step 1) Scanning and Risk Assessment
    - Once we are awarded the contract, our experienced management team and external, independent risk assessors will attend the area to be worked on according to the contract and identify what work needs to be undertaken to fulfil the contract in a timely, but safe, manner. At this time, consideration will also be given to compliance with local and state policies, procedures and laws so that we are operating not only within our mandate, but within what is legally expected of us at all times.

    Step 2) Planning and Preparation
    - A full operational report will be made of the site(s) stipulated within the contract and a roadmap will be drawn up, which will set out what we will do, how we will do it and when we will aim to do it by. This will be no frills; simple, to the point and effective. The result of this report and the preceding inspection/risk assessment will allow us to train and equip staff with regards to working to the demands of this contract, as well as allow us to ensure all of our fleet vehicles and equipment are up to date and compliant with the demands of this contract.

    Step 3) Implementation of Working Strategies and Constant Evaluation
    - We will get to work within the mandate set out to us by the contract, and work to fulfil the contract. We will ensure that our workers are compliant with the results of our operational surveys, reports and risk assessments. Depending on what is identified in the earlier stages in terms of what works need to be completed, we will get to work on implementing our roadmap and working to achieve it. However, we believe in working to achieve something and constantly evaluating our performance to ensure that we are fulfilling the contract to the clients demands and that we are providing a level of service that is more than merely satisfactory, but one that is conducive to good working relations and timely delivery of the contract. At least monthly reviews will be conducted with all Great State Sanitation staff and retained on record to be accessed by the client at their request until completion of the contract. These reviews will identify good working practises from ground level up and allow the client a 'window' into the day to day delivery of the contract.

    Note: It would be easy for us to offer you a step-by-step plan based on an ideal world scenario, however, we at Great State Sanitation are realistic in our engagement with clients, and we know that clients would like us to be honest with them, and we are, when saying that we would have to be awarded the contract and draw up a suitable roadmap to give you specifics on contract delivery.

    3.3 Technical Capability:

    Our management team have over thirty years' worth of experience in the waste management industry, and chiefly in environmental clean-up and the handling of hazardous waste. They also ensure that compliance with industry standards and local/state policies, procedures and laws is adhered to, and are second-to-none when it comes to steering projects and driving visions that our clients have when putting projects to tender.

    Our supervisory team are all internally accredited trainers and are able to deliver tailored, site-specific training to all new workers that start on site, whether those be staff workers employed already by partner agencies/clients that we can utilise, or those hired by ourselves on either a full time basis or contracted basis.

    We also pride ourselves in our ability to recruit the best, train the best, and retain the best in terms of ground level workers. We are able to roll out a very comprehensive level of training very quickly, and are able to adapt to any changing demands of a contract, and can guarantee that our ground level workers are always in compliance and are best equipped to do their role.


    3.4 Financial Bid:

    Great State Sanitation will require additional funding outside of the contract's standard billing/payment hours to ensure that the contract is delivered on time and to the specified standards. We are positive that we are able to exceed your expectations, despite the fact that we are aware that we may not be the cheapest option on the market. If you buy cheap when it comes to sanitation, you buy twice!

    Employee Contract Familiarization, Training & Upskilling - $70,000
    - $70,000 will be used to ensure that every employee (both current and future) with Great State Sanitation is familiarized with the site(s) stipulated within the contract, policies/procedures/legislation in order to carry out work on the site and that they are upskilled and fully trained to ensure they can play their part in fulfilling the contract.

    Generalized Personal Protective Equipment (G-PPE) - $50,000
    - $50,000 will be used to ensure that every employee (both current and future) with Great State Sanitation is equipped with the best G-PPE the industry can provide to the waste management sector. Generalized PPE includes uniforms/overalls/steel toed or plated boots/hard hats or helmets/disposable gloves/safety goggles.

    Specialized Personal Protective Equipment (S-PPE) - $50,000
    - $50,000 will be used to ensure that every employee (both current and future) with Great State Sanitation is equipped with the best S-PPE the industry can provide to the waste management sector. Specialized PPE includes best-in-class industry standard respiratory equipment/the installation or provision of specialist showering and cleaning facilities to prevent contamination via hazardous waste.

    General Equipment & Tool Provision - $10,000
    - $10,000 will be used to purchase general equipment and tools such as hammers, chisels, jack hammers, litter pickers, specialized garbage bags, drills, wrenches and whatever other general equipment or tools that may be needed on the site(s) stipulated in the contract.

    Fleet Investment - $300,000
    - $300,000 will be used to purchase brand new specialist vehicles that can be tailored to the tasks which will need to be completed in order to fulfil the contract. We are aware that this is a considerable amount, and will likely be absent in the estimations/calculations of other potential contractors vying for this tender. However, we would like to ensure yourselves that you would be investing in our fleet and thus this would allow us to start the contract with brand new vehicles capable of handling the demands of this contract. Much of our fleet has been currently retired, and so we are hoping to secure your investment in us as a company so that we may fulfil future waste management/sanitation contracts for you.

    Independent Auditing, Consultation, Risk Assessment and Inspection - $70,000
    - All of Great State Sanitation's activities on the site(s) stipulated within the contract will need to be independently audited, consulted on, risk assessed and inspected periodically in line with our internal review process to ensure that we are delivering the contract in the correct manner and are providing you, the client, with the best possible level of service that we can. This sum of $70,000 will allow us to pay for these services to be carried out.

    Assessment, Collection, Processing, Site Provision and Quality Assurance - $200,000
    - $200,000 will be allocated to the assessment, collection, processing and site provision part of this contract when considering the day-to-day operations. This means that workers will assess what sort of waste (or other obstacle/object of the contract) needs to be dealt with, how best to collect it/deal with it, how best to process it/transport it and how best to store it/dispose of it on a site or other appropriate premises. At the end of these 4 'steps', quality assurance will be undertaken to ensure that the contract is being fulfilled properly according to the client's wishes, and to ensure that Great State Sanitation can absorb any learning or opportunities for reflective professional practise throughout the day-to-day fulfilment of the contract.

    Quarterly Wage Bill - $300,000
    - $300,000 will cover the total wage bill for all workers employed (both internal/external/specialised/ad-hoc) by Great State Sanitation for a period of 3 months. This is something many companies do not factor in when initially presenting their bid for tender, which often causes frustration and problems further down the line when a company must then ask for more money (often a considerable amount more) to cover a wage bill in order to turn a profit. Industry research shows that it is often times more expensive for an awarding body (in this case, yourselves, the client) to put a contract out for tender again rather than just pay the original company that was awarded the contract what they are asking for in terms of a wage bill increase/budget increase. We believe that this is a shady practise, and are transparent in what we are asking for, even though we are fully aware this puts us (often dangerously) above the parapet and can appear to price us out of a contract, when in reality, we are being honest in our costings. We believe in paying our workers a decent wage, not just the minimum wage, but a living wage. We are proud to call ourselves a 'living wage' employer and must insist on continuing this good practise throughout this contract and being an industry leader and exemplar of fantastic employee treatment and an exceedingly fair payer.

    3.5 Competitive Analysis:

    Great State Sanitation's bid is likely not the cheapest, but I can guarantee that we will fulfil the contract to the best of our ability, which I could also guarantee far exceeds that of our competitors in the industry as of present.

    Great State Sanitation is banking on establishing a working relationship with the port authority and other partner agencies so that we may start to build our fleet, premises list and professional portfolio, all in the name of environmental clean-up and the provision of a quality, first class level of service every single time.

    We are asking for real investment in us as a company and in the service we provide, because without it, we fear that the waste management/sanitation industry will become stale, overcrowded and uncompetitive, with just one or perhaps two companies competing for the bulk of contracts throughout the state, and being awarded them on pricing alone.

    We believe that our bid for this tender provides excellent value for money, as well as investment in our future as a company that will allow us to be there for you in the future because you are here for us now.

    We are able to rise to the challenges and demands of a contract of this nature, and will really work hard to ensure that we are inclusive in our working practises and make use of any available resources either internally or externally to make the port a better place.
    IV. DECLARATION OF AGREEMENT
