    III. STATEMENT OF CAPABILITY
    3.1 Business Portfolio:

    Irrespective of the complexity of the project, we take pride in delivering each project to client's fullest satisfaction, tailored to their needs.
    Carrying decades of experience from San Fierro, with the project of State Capitol almost delivered, we aim to bring the same quality into the industry in this city with our expansion, serving the state with efficient solutions, boosting local employment in the process.


    3.2 Plan of Action:
    Explain in detail how you plan to achieve the goals set forth in the contract. We recommend addressing all requirements explicitly mentioned therein.

    Horizon LLC works to the industry approved AIA Plan of Works 2020.

    The following outlines the process in which the company delivers a project from start to finish. The plan of works outlines 8 overviews which can be used to ensure the efficient delivery of the project whilst adhering to timescale and commercial budgets.
    0 - Strategic Definition
    The overall objective of this stage is to determine the method of delivering the client requirements for the project. Throughout this stage Horizon are looking to agree on what conditions will be outlined in the contract to ensure that the project objective is met. This would also be the first opportunity for Horizon to attend the construction location and undertake a pre-tender site visit to ensure that the project costs are acceptable.

    1 - Preparation
    The project method is approved by the client and the tender has been accepted. Horizon at this point are appointing an internal team to manage and deliver the project. This team will consist of;
    Project Manager - responsible for all aspects of the project.
    Commercial Manager - responsible for all financial aspects of the project.
    Senior Site Manager - responsible for all working operatives on the site, ensuring Health and Safety requirements are fulfilled.
    Site Manager - responsible for day to day operations, reports directly to Senior Site Manager.
    At this point the project team has a pre-construction handover meeting. This meeting is the process of the Tender team handing the project over to the construction team. This is the opportunity for the construction team to review the project brief, project budget and project programme. Whilst the contract has now been assigned to Horizon this gives the construction team an opportunity to raise any significant issues they can foresee on the project.

    2 - Concept Design
    The concept design phase enables the first appointment of sub-contractors to the project Horizon will endeavor to sub-contract two key roles to the project; Architect & Engineer ((Mapper)). Throughout this phase the construction team and design team (Architect & Engineer) will determine the project brief, determine what elements are achievable and discover whether individual items within the brief need to be changed. Any changes will be presented to the client in a weekly site meeting and agreements can be made as to what the most practical and efficient solution will be. We plan to sub-contract this aspect to McQueen Designs & Wraith Designs given there outstanding portfolio and utmost dedication.

    3 - Coordination
    This phase enables Horizon to review all contractual documents relating to the project. This meeting will involve the client and allows for any client driven changes throughout the previous stages to be reviewed and captured within the contractual documentation. Whilst this is not a review of the commercial agreement for the project it allows the contractor a fair opportunity to capture any variations to the budget and apply for additional costs.

    4 - Technical Design
    This stage duration is determined by the previous steps. The overall objective of this phase is to produce the final construction drawings ((mapping)). These drawings are submitted to the client for final review, following approval by the client the construction team will be issued the drawings. These drawings will be the backbone of the construction team's delivery ((for ease of RP the project leads will issue direction to the RP operatives rather than issue everyone with a SS of mapping or drawings etc.)).

    5 - Manufacturing and Construction
    This is effectively the delivery phase of the project. The construction team will be the first to arrive on site. The Site Manager will have the sole objective initially of setting up site welfare facilities and site logistics. The site welfare will consist of the below as a minimum;
    Site offices, canteen, changing rooms and toilet block.
    The site logistics will be determined based on site restrictions, Horizon however as a minimum endeavour to;
    Ensure minimum contact between the public and the construction site. Ensure all moving vehicles are to a minimum, where vehicles are required on site they are escorted by a trained operative. A sectioned walkway in place for users to walk through to access the site from the welfare facilities.
    During the delivery phase of the project weekly site meetings will be held between the construction team, company directors and the client. The intention of these weekly meetings is to ensure that the project is being delivered within budget, within timescale and to the requirements of the client. These weekly meetings also allow the commercial manager to apply for sectional completion payment from the client. These payments will be determined by percentage of project completion and will enable Horizon to pay operatives and pay for material throughout the project.

    6 - Finalizing

    As per the October 2006 legislation, we’ll carry the responsibility for the fire safety of properties under the control of building owners and managers. Our company will install fire doors throughout and smoke alarms also under this legislation “A Responsible Person” for each premises is required to carry out an assessment of the risks from fire and then take steps to reduce or remove that risk. In order to comply a fire risk assessment must be completed together with providing an efficient and effective recording system to ensure that regular checks are made on fire prevention assets such as fire alarms and fire-resisting doors, as well as providing training to staff and visitors of the building. Horizon constructions LLC. has in house professionals that can not only train your staff but also carry out these checks.

    People in wheelchairs have to think about this at least once a day because they are the ones who actually need to have enough clearance for a wheelchair to fit through a doorway. This is why Horizon has to bring awareness to the fact that every single building in America should have the necessary doorway width on all doors on any building, Our mission is to make all doors on the premises wheelchair accessible.
    We will also go through our trusted professional to arrange installation of a state of the art CCTV system and server, your security is paramount to our company and we will ensure you are covered should someone have an accident in your workplace or should a crime be committed on the premises.
    On top of this, Horizon plans to completely rework the internal wiring, the legislation has changed a lot in recent year but our company has a long list of professionals that will be working tirelessly to bring your building up to board in terms of electrical safety and current regulations, fitting RCD Switched Socket with surge protection to the buildings this completely nullifies the risk of electrocution to your staff by tripping out the circuit and killing power to the socket before anyone if hurt.

    Finally, our company has started a community outreach program to offer work to underprivileged youths within the city of Los Santos. We plan to give young men and women the chance to learn the trade of a profession with our apprenticeship program. Our program will take young men and women off the street allowing them to better themselves both mentally and economically.

    7 - Handover
    Construction has been completed and all elements have been presented to the Project Manager. The Project Manager at this point will arrange a complete project walkthrough with the client. This allows the client to pick up any issues known as snags. These snags will be compiled on a list and the construction team given two weeks to close out any issues on the list. Following closing out of the snag list the construction team would formally hand the project over to the client and would be considered and project completed.

    8 - Use
    As with any frequently used building there will be service and maintenance required. To ensure that Horizon upkeep a professional and reliable service with the client Horizon offer a bespoke maintenance package. The package provides the client with exclusive use of a maintenance operative, Horizon ensures that any issue reported to the company will be attended to within 72 hours. This entails with a monthly maintenance fee, with which we go through all around inspection once a month, ensuring everything remains up to the standards, be it the lawn or the landscaping, to the wiring and plumbing.


    3.3 Technical Capability:
    Demonstrate your (key) employees' skills, experience of similar work and their involvement if you were to be awarded the contract.

    Horizon prides themselves on the appointment of capable, dedicated and competent managers. Through the manager’s only can any project be delivered to an acceptable standard efficiently. As mentioned previously in the application we have appointed four key managers to the project of which will ensure the productive delivery of the project.



    Project Manager (PM) - responsible for overseeing delivery of the construction project from handover to project completion. In this role they are responsible for the driving of commercial management, leading the design, overseeing manufacture and installation. They manage several projects with varying values throughout the company. This includes being the first point of contact for project customers and managing a diverse team of various disciplines.



    Commercial Manager – responsible for managing all financial elements of the project. This is to ensure that the budget is met and that the project does not suffer from inadequate resources. The commercial manager will manage the supply chain and will be the point of contact for sub-contractors claiming payments. The commercial manager has the final say on payments out of the project and will be responsible for ensuring that the company receives payment for percentage completion on the project. These elements are to be agreed prior to construction commencement and will then be managed by the commercial manager until project handover.



    Senior Site Manager (SSM) – responsible for the safe and efficient operations on the construction site. The senior site manager is the highest point of call available on site, whilst the Project Manager is usually based at the company offices. The SSM will ensure that all site regulations are adhered to, ensure that the Health and Safety standard on site is not only compliant with building regulations but is to the high standard expected by Horizon ​construction. The SSM will report to the project manager and will provide daily updates and lead any site focused meetings that do not require the attendance of a project manager.



    Site Manager (SM) – reports directly to the SSM and is responsible for the daily activities on site. The SM will usually work through tasks and objectives set by the SSM. The SM will induct new operatives to the site, manage site logistics, ensure paperwork is being completed and supervise general work. The SM is the point of contact for site operatives and is then the individual who will then report issues up the ladder to the SSM.

    Multiple roles may be handled by a single manager depending on the workload.

    3.5 Competitive Analysis:


    Whilst Horizon can never guarantee that we provide the cheapest quotation, we ensure that we provide a service that cannot be matched and sustained by any competitor. We take time to ensure that every quotation we submit is accurate, meaning no sudden additional costs for our clients throughout the project. Horizon is one of the first construction companies in the city to be operating a productive apprenticeship scheme. As a business we have the fundamental understanding that to ensure a consistently growing workforce means to ensure the next generation have the required skills. Our apprenticeship scheme is not prejudiced, we welcome apprentices from all backgrounds and will be hosting open evenings for the less privileged youth to attend and learn what we are about. We hope that this will enable us to recruit and bring fresh apprentices on board from all backgrounds.
    We have a clear method of delivering the project which has been outlined in our application, and a concise team of management to deliver the same at the best industry standards.
